You can't, only with Pok�mon Colosseum (japan) Bonus Disc.
There isn't any other way without cheating.

Hi! All you have to do is buy Pokemon Colosseum and transfer Celebi from Phenac to Emerald when you have him.

You need a Pokemon coloseum bonus disc japanese and after you purify all shadow Pokemon, you can trasfer celebi to the japanese Pokemon ruby and sapphire game. Also you can trade celebi from the japanese ruby or sapphire to the english gba game.
