PS = They appear in the wild. Not in other ways.

There are no cheat codes to get all of them but if you have More than one game that starts in the Hoenn Region(Ruby, Sapphire, Emerald) then you can trade one starter to the other. Erase the file that doesn't have a starter and start it with a new starter so you can have all three starters. EX: Ruby starter: Torchic-Sapphire. Sapphire starter: Treeko-No trade. Erase ruby. New ruby starter:Mudkip-Sapphire. All starters are on Sapphire now.
