Question for Pokemon Emerald

This is kinda embarassing... But, where do you get the first master ball? I completed Ruby WITHOUT it. And I did the Pokemon League, with no help from anyone who answered my question before! So where is the master ball?

Also, I need to know where to find some decent, high level Pokemon BEFORE I face the Pokemon league. Anyone got any ideas?

The first master ball in the game is in the aqua hideout after Archie steals the submarine.

P.S. You can get one in the lottery in the first floor of lilycove store.

Team Aqua's hideout is where you find the master ball.

Ok, the first master ball is found in the aqua/magma hidehout in Lillycove, the second is from Lillycove department store, from the Pokemon lottery.

Kyogre, Groudon, are high level strong legendaries.

The Master Ball is found in Team Aqua's Hideout in Lilycove City.
Well you can catch some Pokemon in the 40's in Victory Road and Train there

You get only one chance in the game to get the first master ball and it was in team aqua's hideout. There was a room with four pokeballs. Two of them were Pokemon, the other two of them items. One of them was the master ball.
In ruby, it's magma's hideout....but they're the same thing.

You get the masterball in the aqua base hideout. And for some high lvl Pokemon, go to evergrande city. In that one cave are lvl 40-45 pokemon. Or you can go to the sky piller.

You can get the first masterball in the aqua hideout near lilycove city. You can only enter one time.
For the Pokemon league I recomend these pokemon
Blaziken, Sharpedo, walrein or glalie, an electric type Pokemon, aggron and altaria
