Q1. Pokemon as far as I know cannot learn dragonclaw. It is a TM and therefore has to be taught. I could be wrong but I don't think I am.

Q2.Your pokemon's moves are good but you rely too much on hyper beam. It is a move that requires time to recharge as does frenzy plant and blast burn. And moves that suit the pokemon's type are better for them IE. Dragon moves for dragon etc.

I don't know the answer to your first question but I can rate your team.

Its not bad I would give it a 7/10.Also Fissure sucks drop it for something else.

I traded the LV.100 off my friend who got them from his freind who used action replay on them.
