It's on the left side of route 123. The only way to get there, however, is by going through route 118.

Surf to the right of Mauville and go until you get on ground. Then walk through the grass until you come to the fork in the road. Keep proceeding to the right until you see a house. That house is the Berry Master's house.

On route 123. To get there, go either left of route 118, or follow the original route 123, which is west of lilycove and south from route 121 and 122. So, it's past Mt. Pyre. Anyway, just follow the route and you'll eventually come up to a house with 12 berries. Go into the house, talk to the old man, and he's the berry master!
