You need to go to the Weather Institute and see which areas they are in. Just look for a cave in those areas an' you will find them. You didn't need to beat the Elite 4 by the way. If you don't find them within a certain time limit, they will move to a different location.

Go to the Weather Institute on Route 119 and talk to the Scientist on the second floor. He will tell you the location of a monsoon. Go to that location; you'll have two minutes to find a dive spot that normally doesn't occur there. Go down, follow the path up and out of the water, and it'll take you to a Kyogre at level 70.
After defeating or capturing Kyogre, go to the Weather Istitute again; he'll tell you where a drought is taking place. Go there and you will have two minutes to look for a cave that wasn't normally there. Go to the end of the cave and you'll find your Groudon at level 70.

To get Groudon and Kyogre, go to the weather institute and talk to the guy that gave you castform. He'll tell you about abnormal weather patterns on certains routes. If it sunny, it's Groudon, if it's raining, it's Kyogre.

You don't just find them. It's good that you beat the E4. You're supposed to. Now, go to the Weather Institute and talk to the scientist that gave you the Castform. He'll say where there is a drought, and that route is where Groudon is. After you catch/defeat him, go back and then he'll say that there is a harsh rainstorm or something, and that's where Kyogre is. Rate this answer.
