Okay, now the rating, hmmm... 7/10. Levels good, movesets are okay. You can definately do better.

Okay I wont rate it ill just give you suggestions:
Pidgeot aerial ace, return, hidden power fighting, and mirror coat
Charizard aerial ace, flamethrower, earthuake, and swords dance
Ninetails flamethrower, grudge/confuse ray, will o wisp, hidden power grass
Arcaninie howl, hidden power fighting, extreme speed, flamethrower/overheat
Venasaur razor leaf, hidden power fire, leech seed, and sleep powder
Blastoise try surf, ice beam rapid spin, rest
Thats all for now, and please don't type in all caps it's spamming

CHARIZARD - Why don't you learn any flying move or any other kind of moves because his moves are all Fire, a water Pokemon will kick his ass outta battle in the first turn.
NINETALES - Good enough.
ARCANINE - Good too
Are you a fire trainer, get some other kind of pokemons not only fire ones.
VENUSAUR - Learn him Sunny Day and delete one of them except solarbeam.
BLASTOISE - Delete HYDRO CANNON or HYDRO PUMP and learn him any other move.
