First of all, Dig is a TM. Secondly, I think Trapinch learns it at level 40 or something. Maybe 41. But, only if you don't evolve him. ONLY! If you evolve him, he'll never learn it.

Yes! A Sandshrew or a Diglett can. But I don't really reccomend Dig.

Yes you can if you trade a digglett at lvl. 30 from fire red to emerald.

It worked try not to evolve trapinch until level 41 he will learn dig trust me
