After you defeat the Pokmon League, talk to the Scientist on the second floor of the Weather Institute; he will report a monsoon.

When he gives you the route, go there immediately and look for a dive spot that isn't there normally; you have two minutes on that route before the spots will disappear and you'll have to talk to the Scientist again for a new route.

When you do find the spot, use Dive to descend and then traverse the path from there.

When you come to a basin with light filtering down, ascend and enter the cave above ground, where Kyogre is at level 70 and raring to go.

Once you've captured Kyogre, go to the Institute again; this time the Scientist will report a drought. When he gives you the route, go there immediately and you'll have two minutes on that route to look for a cave that wasn't there before. Go into that cave and you'll eventually find Groudon at level 70 looking ready to pounce.

To catch Groudon and Kyogre you must talk to the man in thie Weather Institute ( he's the guy who gives you the Castform).

He'll tell you the weather conditions in different routes and they will be there. Groudon is in a cave and when your close you will know by the sunny weather.

For Kyogre you need to use dive , you can tell your close to Kyogre because it starts to rain. And they are both level 70.

Hope I could help!

Go to the Weather Institute and talk to that scientist who gave you that Castform. He'll tell you what route a drought is on (Groudon) and after you defeat/catch him, where a downpour is (Kyogre). You should've defeated the E4, first.

You only have a limited amount of time, so don't waste time by wandering off. For the route with the drought, you have to look for a cave that wasn't originally there on that route. Same with the downpour, but look for a diving area that originally wasn't there on that route.

Have plenty of ultra balls and a strong pokemon. Possibly between levels 60-70. Rate this answer.
