You have to look at t.v after you beat the Pokemon league.
There is really no certain place to find her you have to wait utill you run into her.

I have seen it in lots of places the best way I found it was by putting on repel then go to lilycove and go to the grassy area on the left and walk around, and if you get a Pokemon battle it should be Latios!

After beating the elite four he is cought randomly around hoen just answer your mom that you saw a red or blue flying pkmn on the news

First of all, after you beat the elite four, you will be in your room. Go downstairs and there will be a TV scene and your mom will ask you what colour the flying Pokemon is (emerald only) Choose Blue.
Next get a level 40-ish Wobbuffet (and stock up on repels) then go to the cycling road at the entrance at the south end. Use a repel and walk out of the building in the bike path.
Go around in the grass and hold a or b as you walk (I did this so long ago, I forgot). If you don't run into it, then go back inside the building, and do this again. In a maximum amount of time of 5 mins, you should have a latios
P.S. Have good types of pokeballs and Pokemon to make this fight easier.

You find Latios in a random area after you complete the Pokemon league.
