Question for Pokemon Emerald
Can someone tell me how to get all legendary Pokemon including deoxys without any cheats and what level is doexys when you catch it !

Regi's: Solve the puzzles starting on route 134.
Latias: Select Red after watching the TV after becoming Champion.
Latios: Select Blue after watching the TV after becoming Champion.
Kyogre: Found in Marine Cave after becoming Champion.
Groudon: Found in Terra Cave after becoming Champion.
Rayquaza: Found in Sky Pillar after stopping the battle between Kyogre and
Groudon.
Deoxys: Select Aurora Ticket at a Nintendo Event and go to Birth Island.
Ho-oh: Select Mystic Ticket at a Nintendo Event and go to Navel Rock; turn right
at a two way turn.
Lugia: Select Mystic Ticket at a Nintendo Event and go to Navel Rock; turn left at
a two way turn.
Mew: Select Old Sea Chart at a Nintendo Event and go to Faraway Island; corner
Mew to catch her.
Any other legendary Pokemon there are (except Celebii, Entei, Raikou, and Suicune) you must trade from Ru/Sa/FR/LG. By the way, Deoxys is level 30. Rate this answer.

Tickets from Nintendo events. Jirachi you can get from some moon trick on Ruby/ Sapphire but not Emerald. I don't know the details. Deoxys and Mew are both 30 when you get them. Ho-oh and Lugia are 70 like Kyogre, Groudon, and Rayquaza. The legendary dogs and other birds are catchable on Fire Red/ Leaf Green 50 each.

You can not get deoxys without cheating, I think you can go to a nintendo event so they can download the ticket into your gameboy.

You must go to a nintendo event and obtain the ticket needed and solve the Deoxys puzzle. You get him at level 30.
