It's between Slateport and Mossdeep or Slateport and Pacifidlog. You need to search close to the top of the water edge to find it. Bring a Mach Bike too. You need to go really fast against some cracks in the floor which is hard to do if it's your first time.

Obviously not good enough. Go on route 131 and near the top of that route. There should be an opening somewhere and if you go up there is a cave. Go through the cave and there is this tall pillar, AKA Sky Pillar. Apparantly, since you don't know where it is this is your first time going there. Ignore what Steven says and just go wake up Rayquaza. Rate this answer.

First you have to beat the elite 4
Then fly or surf to Pacifidlog go to the very top of Pacifidlog and start surfing right but keep to the top, eventually you will come to an opening, go through that and you will find yourself at Sky Pillar but you need a Mach bike to get past the cracks in the floor.

I've had the same problem. In route 131surf until you see an opening, surf up into the opening and you'll see a building, that's the sky pillar.
