Get all 200 of Hoenn's Pokemon and then talk to Professer Birch and he will give you a choice of one of the 3 Johto starters.

Catch all the Pokemon of Hoenn (Jirachi and Deoxys is an option, not a necessity), then Prof. Birch will call you to his lab. You have the option of choosing Totodile, Chicorita, or Cyndaquil. Rate this answer.

You have get every hoen Pokemon to get totodile, cydaquil or baleaf. P.S. You can not trade to gold, crystal and silver.

After you catch 200 Pokemon Birch will call you, go to the lab and he'll give you a choice of three johto starters, totodile, chicorita, and cyndaquil.

Like the other guy said, either complete your Hoenn Dex in order to pick from one of 3 Johto Starters from Prof. Birch. Or you can trade them all from Pokemon Coliseum. It would be a lot easier if you had Coliseum.
