You hav to catch a pikachu in the safari zone and there is a very small chance it'll have one.

The lightball can be found on a wild pikachu, so go into the sfari zone, and catch them untill you get one with a lightball.

You have to catch a Pikachu and very rarely he holds a lightball. Like I said, to catch a Pikachu that holds a lightball is very rare. It might take a while. Good luck, though. Rate this answer.

Catch a Pikachu, and there is a 1/10 chance a Light Ball will be attached to him.

Light Balls are randomly held by wild Pikachus. They're rare, though, so just keep trying.

The best way to get a Light Ball is to go into the Safari Zone, and in your team, have a Pokemon with the Static ability(Electrikes normally have it), and a Pokemon with the Compoundeyes ability(Bug types, go with Beutifly).
The Static ability draws Electric types, and the Compoudeyes ability draws Pokemon with items. Try to catch all the Pikachu you can.
If they're holding something it will either be an Oran berry(90% of the time), or a Light Ball(10% of the time). Keep repeating until you get a Light Ball.
