You have to get at least one of your Pokemon to like you. I think it has to be your starter, but I'm not sure. Anyway, go to the Slateport City Fan Club and talk to this girl. She will give it to you. Rate this answer.

From the lady in the back of the Slateport Pok�mon Fan Club; show her a Pok�mon that's attached to you.

You get the soothe bell from a woman in the Pokemon fan club.
Go to slateport and then to the fan club just above the market.
There is a woman in there facing a painting at the back.
At the top of your party, put a Pokemon that likes you.
Talk to you and she'll give you a soothe bell

get a pokemon to like you, it doesn't matter which. you can do this by simply training it and being with it for quite a long time. dont let it faint and don't put in in the pc box and you should be able to do it quite quickly.

Easy talk to the women at the pkmn fan club at slaterport city, remember that show her the pkmn that like you the most, you should have a soothe bell. Its very helpfull, for someone who loves pichu and it famous move volt tackle, cacth a pikachu in safari zone, don't get the male one it's hold nothing, cacth the female it hold light ball for 50%. Ive aready got one it fantastic
