Not really. Make sure the popular phrase in Dewford is "Outrage Ally" or something like that and go to route 119.
Go in the little lake that is north of where the mimic circle is and the house with all the wingull. Using a good rod you'll most likely be able to find a Feebas on more tiles than normal (so they say).
Anyway, go around that place and you'll find one sometime. Good luck. Rate this answer.

You find Feebas on route 119 (in the water). But remember you can only find Feebas in six different spaces.

1. First, stand outside the Dewford Hall.You will be able see a man talk to him and enter a saying. Feebas will now be in 5 different spots along the river between Fortree and Mauville you will need to fish about 5 times in every spot to be sure if he is there or not.
2. I don't know, I think you need Pokemon colloseum.
