I have been through the elite four three times and my strongest non-legendary Pokemon is my level 45 swampert. How can I get him strong enough without bringing along a legendary?

P.S.- I have trained in victory road for three hours non-stop and he didn't even go up one level!

Re-fight people or better yet the gym leaders. Check the poke-nav to see who you can fight,find them and destroy them. The gym leaders will be in double battle mode. You can also fight the tv reporters.
Try re-battling trainers on your match call program in the pokenav.
That is easy just put a Pokemon at the daycare and then get the acro bike and go to the dessert and ride up at the muddy place (at the top of the dessert) and keep riding on to it but make sure you won't ride on the hill cause then it will fail.
Just train by challanging the elite four again, but this time let it wear EXP. SHARE , and you'r good to go
Give him exp share AND put him in first place, then switch out to get extra points because he gets his part for being in battle then his exp share, too!
Also, a lucky egg will do the same thing, as will trading him to another game and training him there for a while.(Both give 150% more exp points! Together it'd be 2.25% more!!!)
The stuff about rebattling trainers/gym leaders is excellent advice, as well as battling only evolved Pokemon since they're worth more points, too.
