Question for Pokemon Emerald

Ok I don't wanna sound like a moron asking this...but what is a Nintendo Event?? And how do you get to one??
One more thing...are there any legendaries( like Mew, Lugia,Ho-Oh,etc.) you can get without going to a Nintendo Event. And I don't mean the Regis or kyrogue or groudon...ETC

A nintendo event is something in like a mall that gives out things like Pokemon and puts them into your game. The first and last one I went to was like 8 years ago. Well those are legendaries but no. Unless you use a cheat or trade with someone or something like that. Some people say there's a way to get Deoxys without cheating and you have to visit the moon but I don't know what your supposed to do.

A nintendo event is held OUTSIDE the game. Such as Pokemon rocks america.
