You must acquire Hm. 08 from Steven after defeating Team Magma in the Space Center in Mossdeep. Then you must acquire the badge from the gym on that island.

Use Dive on a dark spot in the water. You must have the Mossdeep Gym's Mind Badge, and you get HM08 (Dive) from Steven after removing the Magmas from the Space Centre.

Use dive (hm 07) To use this defeat Tate and Liza (7th gym mossdeep city) Then someone gives the hm to you.

Use HM08: DIVE. You get this from Mossdeep City. I'm pretty sure you need to beat the gym there and save the space centre from team aqua (I think it's team aqua) first, though. Then Steven will give you the HM after you battle a 2-on-2 battle with him.

If you mean how do you dive, then you have to solve the crisis in sootopolis at the space center and then steven should give you HM Dive, but you have to beat the gym leaders there first.

To get to go underwater, first you need to beat the Mossdeep City gym. Then help Steven beat the magmas out of the space center. Then go to Stevens house and he will give you dive.

Hi this is pokemaster796
Ummm.... You get the hm08 from the guy(cant remember)and you beat the mossdeep gym and you will be able to use the hm dive.
U go to blak water and press A and you will go down
