You acquire surf from Wally's uncle... Then you surf east of Mauville, then go north to Fortree City.

After you get the fourth badge you go back to petalburg city to battle your dad. Then after the battle you get surf from wally's dad.

Well I think you mean depressed but you have to get the go-goggles from your rival. Go to Petalburg City and defeat norman then get surf from one of Wally's parents.
