There are two ways to get Wailord. Either evolve Wailmer or you can get him on Route 129 (he appears very rarely). Relicanth can be found on Routes 124-126 (underwater in the seaweed).

You catch Wailmer at Mossdeep with a super rod. Then you level him up till hes level 40 then he evolves into Wailord. Then to catch Relicanth you go under water just outside Sootopolis and you have to be patient and you capture him. Then you put Wailord at the start of your Pokemon list and Relicanth at the last part. Then you surf left from Pacifilogd town. And capture them.
