Ok 3 things.
 
 A.What level does Lairon evolve into an Aggron at?( I'm impatient!)
 B. What are the best all-around moves to teach a Sceptile?(say all 4)
 C. When evolving a Feebas...should I use DRY-ONLY pokeblocks? And will the Milotic be affected if I use a berry thats dry-sweet or something??

B. I don't know.
C. Raising other stats won't affect Feebas, but I believe that the dry only pokeblocks work a little better.

B. Giga Drain, Leaf Blade and False Swipe. I don't know what else to teach it.
C. I don't think it matters if you use dry and something else pokeblocks. No I don't think it will be affected.

B. Uh, False Swipe, Detect, Leaf Blade, & ?? I'm not the best at move sets, but they're ok, I guess.
C. No, you can feed him mixed ones, but make sure they are of a high level and low feel so he can eat more of them. Personally, I'd save first, then try giving him a bunch and if you can get the Blue Scarf from the guy at the Fan Club then he's at Max Beauty and then raise him up a level to get Milotic. But if he eats as many as he can and doesn't get maxed out in beauty, then I'd reset and try giving him better(or bluer, really, LOL)ones that are more dry then anything else. It depends alot on the quality of the pokeblocks.

-Yes, but don't give it all dry, just enough for it to evolve into Milotic. You could use Dry along with another flavor as long as Dry is with it.

PS: Another good move for Sceptile would be Crunch, you would have to breed for that though.

just the highest total of the move like how tackle

is 15 damage (on the top) and
90 (or so) chance of hit
and i don't think it maters but just to be safe i

have several different feebas i am working on

I taught my sceptile solar beam, rock smash, leaf blade, aerial ace it works pretty good on deafeating the elite four leaf blade works good on the first three but not really good against drake

For the elite four I would recommend you teach him hidden power as his hidden power is super effective to dark Pokemon for the first one. Leaf blade works good on all so and aerial ace is a must have because it's a sure hit. For the 4th I taught mine dragon claw which made it much easier to defeat all four.
So all in all for me it would have to be aerial ace, leaf blade, hidden power and dragon claw
