No, sorry, you cannot go anywhere but Hoenn, The Battle Frontier, and posssibly the islands surrounding it(with the proper stuff to get you there, of course). You can catch some Jhoto pokes in the new area of the Safari Zone that open after you beat the Elite 4, and when you fill your Hoenn Pokedex(except Jirachi and Deoxys, just the other 200)Prof. Birch will give you a choice of the Jhoto starters. If you want to go to Kanto, get FR/LG!!(LOL)
