Question for Pokemon Emerald
Is there anything else to do after I beat the Elite 4 besides getting Latois/Latios and Rayquaza?
Any new sidequests that weren't in Ruby or Sapphire?

Well, there is the whole new Battle Frontier, with 7 different challenges, some of which you have already seen in the Battle Tents. Also, there is the challenge of catching BOTH Kyogre and Groudon., in the Marine Cave, and Terra Cave, respectively.

First thing you can get Rayquaza before you beat the league and after you beat the elite four you can go to the battle frontier because norman gives you the ticket.
