Question for Pokemon Emerald

I am going to try and find Latios/Latias and I am using Max Repels to keep the wild Pokemon away but while the repel is applied I am still encountering wild Pokemon while the repel is working. If someone knows why the repel isn't working please tell me or if anyone has any tips on how to encounter Latios/Latias please let me know.

If you're trying to find latias/latios then it sounds like your searching for both but you can only find one of them. You pick one after beating the elite four. The repels only repel Pokemon of lower levels.

It depends on your first Pokemon, if it is level 27, for example you will still find Pokemon level 28 or higher, and keep flying to mauville and if you have already seen latios or latias go to your pokedex and search for them, keep flying until it is on a route near mauville. If it is on the route above mauville, go to the route below mauville and it will have changed(it changes places every time you change routes), and if it is below, go above, if it is to the left, go right, and if it is to the right go to the left
