Where is latias/latios in Emerald?

Same places as in Ruby and Sapphire. However, when you watch television downstairs at your home after clearing the Pok�mon League, the colour of the Pok�mon will be drowned out by static, so your mother will ask you whether the Pok�mon was red or blue; Latias will appear if you say red, and Latios will appear if you say blue.
Once you beat the elite four your mom will ask you which Pokemon did you see blue or red, you choose one it will be either latios or latias. To find them you just have roam around hoen they appear at random spots
Beat the Pokemon League. Then, when you wake up at home, your mom will be watching a TV program saying that a BZZZT... Colored Pokemon has been sighted. She will ask you if you heard the color. If you say it was red, Latias will appear at random across Hoenn. If you say blue, Latios will appear.
Ummm I'm not sure what you mean can you make it clear for I can anwser it...
You got to search all over Hoenn for Latias/Latios. It'll be running around somewhere-the easiest way is to use a Lv. 40 or just below Pokemon in the 1st place spot, then use Max Repels and search the grassy areas until you bump into her/him. After one encounter, if you weren't able to catch it, it will appear now in your Pokedex and you can track her/him from there with the AREA selection. It will show you where she/he is at the moment. It will move every time you change the route you're on or enter/leave a building, but it won't shake the damage done in past encounters, so it'll be where you left off in health/status.
Oh, and if you want Latios-select Blue or Latias-select Red after you beat the Elite 4 and end up in your house and your mom asks you if you know the color of the strange flying Pokemon on TV.
If you want both-use an AR or Gameshark to get the other one.
