You can catch a Feebas on Rt 119-near the Weather Institute. There's 6 "spots" along the water where you can fish from the side to get Feebas. The spot will change whenever the Dewford Town trendy saying is changed(so change it if you cannot find one, and check the spots again-but be patient, it'll be a few tries before one pops up!),and this includes the spot at the top of the waterfall.
As far as AR codes, go to the AR codes section of Emerald to locate an encounter code (for Feebas if you don't catch one, or another pokemon). All you gotta do is put the necessary codes(like the master, maybe DMA disable, and then the encounter code)into your AR, then turn them on, and that's it-start the game and get your Feebas wherever you'd encounter wild pokemon.
