Pokemon Emerald Visualboyadvance, Groudon and Keyogre not appear

Pokemon Emerald Visualboyadvance, Groudon and Keyogre not appear
I am playing Pokemon Emerald on visualboyadvance, and for some reason when I go into Sootopolis it is sunny and Keyogre and Groudon are NOT fighting. I just left Lilycove after seeing Maxie at his house and getting the call on the pokenav. Am I missing something?

It's Steven and now what you got to do is go find the missing submarine which is at route 128 or 127 using dive and going in the underwater cave. The Aquas release Kyogre and NOW groudon and Kyogre will fight. If you want to be able to use Dive you have to defeat Sootopolis's gym leader to get the badge to do it.

I meant Mossdeep city to defeat the gym leader to get the dive then to go to route 127
