After you beat the elite four go to fallarbor town and go in the fossil maniacs house go into the cave in front of him and you can battle ditto(around35-44) Plus you can the other fossil you didn't choose at the end of the tunnel.

You receive HM08 (Dive) from Steven after kicking the Magmas out of the Space Centre. Ditto can be found in the Desert Underpass, accessible from the Fossil Maniac's house after you defeat the Pok�mon League.
