PKMN master answered:

If you show your completed pokedex to prof. Birch, he'll give you a choice of one of he kanto starters. For the others I have no clue.

champion answered:

You can get ARTICUNO, ZAPDOS, MOLTRES,MEWTWO AND KANTO STARTERS in Pokemon firered and leafgreen(by trading). You can get JIRACHI through the Pokemon colluseum bonus disc if you reserved it before it came out. You can get one JOHTO STARTER/s if you collect 200 Pokemon (i think) from proffeser elm or trade from colluseum. I believe you can only get MEW, HO-OH, CELIBI, DEOXYS and LUGIA from gameshark, action replay and/or special nintendo events.

Trade for Articuno, Zapdos, Moltres, Mew, Mewtwo, Ho-oh, Lugia, Celebi, Deoxys, and Jirachi, but you can get one of the Johto starters by completing your national pokedex( all 386) I think you can also get one of the Kanto starters by earning all gold symbols in the Battle Frontier, but for both of those you can only pick one so you have to trade for the others. That's the only way to do it without AR codes or events sorry.

Excel answered:

Articuno. Trade it from Firered or Leafgreen when you have the National pokedex.
Zapdos. Trade it from Firered or Leafgreen when you have the National pokedex.
Moltres. Trade it from Firered or Leafgreen when you have the National pokedex.
Mew. On Faraway island (Old sea map and National pokedex needed.)
Mewtwo. Trade from Firered or Leafgreen when you have the National pokedex.
Ho-oh. Trade it from Firered or Leafgreen when you have the National pokedex.
Deoxys.Trade it from Firered or Leafgreen.
Jirachi.Trade it from Ruby or Sapphire (Pokemon Channel needed.)
Celebi. Not available.
Kanto starters. Trade them from Firered or Leafgreen when you have the National pokedex.
Johto starters. Trade from Pokemon Colloseum when you have the National pokedex.

Chaos(X)DT answered:

To get those you trade them but for the Jhoto starters you have to complete the Hoenn Dex to get it. I don't know about the gold symbols but you have to trade the rest.

agemo1987 answered:

Articuno, Zapdos, Moltres, Mewtwo, and the Kanto starters are all on fire red and leaf green.
Ho-oh and the Johto starters come from Pokemon Colosseum.
Jirachi comes from the Pokemon Colosseum bonus disk you get from preordering the game.
All of these can be traded from there respective games to emerald.
I don't know yet but from what I've seen I think you could get Lugia from the upcomming Pokemon Colosseum 2.
As for Mew, Celebi, and Deoxys there is no way to get them without cheating or going to a nintendo event.

You can get the johto starters by completing your first pokedex not the national.
You can get jirachi from the pre ordered Pokemon colloseum bonus disc.
All the others you have to trade if you don't can't use an ar or gameshark.
