Relicanths are very rare you can catch one in all that underwater sea weed by soottopolis city they are rare so keep looking until you find one

I only know th answer to the first two questions. Relicanths are fairly rare. They can be found in the underwater grass right by the underwater entrance to Soothpolis City. Be patient. Walimer evolves into Wailord at level 40. Wailord can also be found on route 129. Sorry, I don't know the answer to the last question. 2 out of 3 isnt bad...

1. I say the best place to catch a relicanth is rought 124 right away from lilly cove city go over and you will see two trainers (for a double battle) then after the bottem trainer there will be a place to dive.

Dive there and search the ocean floor it will take time to find it but it wont take a whole day.

Um actually no relicanths are not rare you can get them by sootopolis under water. And wailmers evolved into wailord for me at level 42
