Surf from the coast of Mossdeep north (use your pokenav to help) to Rt. 125 and look for land masses and a set of twins-they're right outside the entrance to Shoal cave. Wander around (bring a poke with strength-you will need it) and look for 4 of either the salt or the shells(ladders everywhere to drive you crazy, but you'll get to them all eventually) The times are between 3 and 9 or 9 and 3, go once to get salt, then the other time to get shells(or visa-versa). Give to man and he'll make you as many shell bells as you want as long as you get the stuff to make them. If you can't find all four at once, go back the same time frame and get more of the same.
There's other goodies inside! Look around! And grab a Snorunt while you're there!
