Because they want you to come to there stupid event in the states to get the rare guys.

Obviously because they want you to have to attend their events (or suffer without) and want to limit your fun! Kidding-it's their stuff and they want to protect it, I guess.
All it really seems to do is prevent you from trading a few pokes or putting them into Colloseum, and a few other things that seem minor.
