You get walemer pail from the flower shop I think it was in front of rustbord city

Go to the Flower Shop on Route 104 and talk to the girl at the upper part of the shop.

O.K here's the bad news: the WAILMER PAIL has nothing to do with SOODOWOODO! You use it to water berries! You get the WAILMER PAIL at the PRETTY PETAL FLOWER SHOP just after you come out of PETALBURG WOODS.

First of all sweetheart you have the wrong game, that incident is in Gold Version and you get the pail from the flower shop next to the gym in Goldenrod City.

This isn't really an answer but i'd just like to point out too jirachi_24 that the wailmer pail does have something to do with sudowoodoo. It's not only used for watering berries but you need it to water the sudowoodoo near artisan cave then it wakes up and attacks you
