That's because they didn't mention it in the book! You can only get it in a Nintendo Event.
To get all these tickets and the old sea map for Mew
For Mew you get the old sea map from a nintendo Event so as the mystic ticket 4 Lugia &Ho-oH
Unless you're planning on attending a Nintendo Event, if you can find one, you won't be able to get the necessary tickets-officiallly. That's where you get them, and Nintendo won't mention it in the guides (they can't give away ALL the secrets)since you need to go to them for the tickets, and they'll tell you how to use them then, and usually at pokemon.com.
For those of us who live in the real world and cannot get to these rare events, we're left without the ability OR only to rely on cheating devices to get certain Pokemon.(Look in your pokedex section. Some will say "NOT AVAILABLE IN THE US"-what kinda crap is that?) If this bugs you enough, I suggest you get yourself an AR (Action Replay-About $20 at Walmart) (or gameshark-but AR is what I use for this stuff and know there are codes that work) and check the codes sections right here at SC for the great codes people have posted(THANX GUYS!) and there are warp codes that will get you to every poke you mentioned(and don't forget Deoxys-he's awesome!) with little trouble and happy results.
Well, that's the scoop on that. Hope this helped some. P.S. You can try pokemon.com for info about events if you want to try that course of action.
