Feebas can only be caught on Rt. 119. Use the Super Rod, you'll do better, but the Good Rod might work, too.

The real thing you need to know is that there are 6 spots to fish along that route(when not surfing), and the spot that Feebas will be in will change from one to another of those 6 spots each time that the trendy phrase in Dewford town is changed. Soooo, if I were you, I'd stick to one spot, and keep changing the phrase until feebas shows up.

He will eventually.

I got the good rod from the fisher man in dewford then I went to rt.119, and I went to the the spot where you begin to surf closest to the waterfall, I didn't surf I just used my good rod over and over and in about 5min I found one and I used an ultra ball and I now have a Lv.21 Feebas close to evolving.
