I was wondering if it's possible to breed Latias because it has a gender (mine is a girl). Also, on the pokedex it's entry says that it travels in small herds which kight mean that there are more than one?

Yes you can breed latias. You can only breed latias with a ditto. The second part to the question I have no idea but I highly dought it.
Nope, you can't breed it. One rule to follow, if you can only get one you probally can't breed it (exept for fossils and Eeve)

I think that you can breed it, but I think you need to find latios too, because I think that latias is always a girl, and latios is always a boy. You could also catch a ditto which is found in the desert underpass in the fossil maniacs house on rout 114

Nope, you cannot breed them despite there gender; there is only one in the game, that is just a description of it in a Pokedex.
You can never breed legendary Pokemon because it's only one of each.
