You cannot, you have to use an action replay and that is the only way.

Mew- Get the Old Sea chart from a Nintendo event (like the Eon, Aroura and Mystic Tickets)
Lugia- Use the Aroura ticket in Emerald by mixing records with a Fire Red or Leaf Green with the ticket on it.

Acualy to get MEw and Lugia(without cheating) you need to go to a nintenddo event but I don't know where they are held
