You can catch johto Pokemon in the updated safari zone and you get the johto starter once you catch a certain amount of Pokemon and once you do that go to professor birch

In order to get johto Pokemon you must beat the Pokemon league and complete your poke dex after that go to battle frontier and professer birch.
