Question for Pokemon Emerald

I got emerald May 1st and I got to the 8th gym already and haven't seen a Ditto that I heard was in the game.

1.Where can I get it?????

2.How do you get in that tower north of Mauville City????

3.I heard rumors that you double battled Grondon and Kyogre and I wanted to set them striaght.

Grondon and Kyogre battle each other then Rayquaza stops the fighting and Grondon goes to Route 119 (I think) and Kyogre goes to Route 129 (I think).

Rayquaza rests at Sky Pillar (again) but with more cracks and rocks than the 1st time.

1. Beat the league,.go to where you get dig, go in the cave
2. Beat the league

1. Beat the Elite Four and go back to the Fossil Maniac's house in Fallarbor Town and go inside the house, keep going until you reach the the Desert Underpass. (when you take the fossil on mirage tower, the one that has been buried will be in the Desert Underpass)

2. Beat the Elite Four.

3. Beat the Elite Four and go to the Weather Institue go to the second floor and talk to the scientist and he will tell you where kyogre and groudon is, but if you take too long finding them, their areas will switch.
