There are many Pokemon that can use return. It is very rare, though. A wild Pokemon that uses metronome and it comes out as return, would be at full power (100), but if it would be frusturation, lowest power (20). This is secret info that I scanned every Mew I used a gameshark on to use metronome it has a 1,89028% chance that it will use return with metronome, but 0.8596% chance for frusturation. That is from 1,000 tries.
Seeing as no Pokmon can learn Return or Frustration through experience (and not application of the TM), I have no idea, but an opponent's Pokmon using Return will probably be at its lowest point of power.
A wild Pokemon can not use return and return is tech machine ONLY!
You can't see the future. Ninetendo WOULD let a wild Pokmon learn it by level-up. Also, I can test it myself. You just can't talk for the future.
