Its been awhile since I've played the game but, if I'm not mistaken it's at Slateport City. You should see a crowd in front of the Slateport Harbor.

Slateport City. You need to Fly there, and go to the harbor where there will be a big group of people crowded around.

Mostly correct, but you won't have Fly before you get to Slateport. Mr. Briney takes you there.Search for more answers for Pokemon Emerald or ask your own question here.
