It is the code that must be on in order for the actual codes to work. It isn't required for emulators, but it is for the actual gameshark.

Could you be a little more detailed? Does it have to be activated separately from the other part of the code? If I'm using a code to warp to Faraway Island, do I need to put the master code as a separate code or does it go before the Mew code?

Is it possible to put a master code in the actual game, like in a cartridge., because I am using a cartridge and I want to know if I can use them.

A master code is a cheat code that disables anti cheat measures. An example is things like DMA (dynamic memory allocation) that causes sensitive data to "move around" so that it becomes tougher to just do a cheat and play you first have to type a master code to stop the DMA and then you can use the cheat that you wanted to.
