You can't. The only way to get one is by using an Action Replay code. That or you can find a friend who has one and will trade it to you. I just looked it up and you could also get it from two Game Cube games. The Colosseum Bonus disk or Pokemon Channel. You should ask at a Gamestop about that. Other then that there is no way to get one, sorry.
