You have to beat the Elite Four and receive the National Dex, because the tunnel has Ditto.

You must defeat the elite four and get the national dex. Then fly to fallarbor town and go to the fossil maniacs house. Go through the tunnel and at the end is a ladder go down it and make you way left at the end of the cave will be the fossil that faded into the sand
