Where can you get a dawn stone in emerald to evolve the kirlia thingy

Unfortunately, dawn stones were yet to exist when emerald was made. And Kirlia is only able to evolve into Gardevoir, and this is by leveling up.

There is no Dawn Stone in Emerald. Kirlia evolves into Gardevoir at level 30.

You are probably thinking of the necessar requirements to evolve Kirlia into Gardevoir or Gallade in Diamond, Pearl and Platinum. Kirlia evolves by level in Ruby, Sapphire and Emerald.

The dawn stone was only in Pokemon diamond/pearl or Pokemon Platinum. So if you want gardevior it is possible but Gallade is impossible for Emerald.

^ Wally doesn't get a Gallade in Pokemon Emerald as far as I know. I've been playing Emerald over and over since childhood (I'm 21 and am currently playing it again---yes, the Gameboy Advance version; although I'm using an Emulator now) and I haven't once seen him with a Gallade.
