To get relicanth you have to dive in the sea between mossdeep and lilycove and look underwater.
For dig you go to Fallarbor town and go to the far corner and go into the house and talk to the guy

Only one place to find relicath it and it mitnot have dig but in lilycove keep going top till you see first dive site dive and catch him but you got a small chance
