When you beat the Petalberg Gym (Your dad in the game) Wally's Dad will come in and give it to you.

Once you have beat your in-game father at Petalburg City's Gym, Wally's Dad will drop by and go to his house then you get HM 03 Surf. Hope this helps you out.

You have to defeat the fifth gym leader.He is your father in the game.He is called Norman.After you defeat him Wallys dad will come inside the gym and then take you to his home and will give you the HM surf.{Wally is the boy you help to catch a ralts in the begining of the game.
