I hate to tell you this, but there is no Cerulean City in Emerald. Try Red, Blue, Yellow, Fire red or Leaf green.

There is no Cerulean cave in this game. You probably asked the wrong game for this. There is this cave in Red, yellow, Blue, Firered, and Leafgreen.

I'm sorry but the Cerulean Cave does not exist in Pokemon Emerald. Try looking in the FAQ's for Pokemon Firered and Pokemon Leafgreen. Hope this helps you out.

You will gain access to this cave once you have defeated the Elite Four and the Pokemon League Champion. Travel Back to Cerulean and the Guard outside the Cave Entrance will have moved granting you access.

Well first of all thats in leaf green / fire red but anyways first of all you have to beat the Pokemon league , then you have to have national pokedex you have to have 60+ Pokemon on your pokedex. Also you have to get the ruby and sapphire stone which can be found on the islands like one island etc.

There is no Cerulean City in emerald. And there is NO Cerulean Cave either, but there is the altering cave.

Actually, there is a cerulean cave in cerulean city. You need surf to access it it is on the west side but you have to cross the bridge to the north first to get there. However, it will not be accessible until the elite four and champion is defeated and he national dex is obtained. Finally, the guard blocking the cave entrance will move and you may go inside and find mew-two.For more questions for Pokemon Emerald check out the question page where you can search or ask your own question.
