As far as I've heard, You have to get it from a Nintendo event, and there are no more for Emerald. So you'd have to use Action Replay or Gameshark. Srry.

Nintendo Event. But there are no more for Pokemon Emerald. So you will have to use a Gameshark or an AR.

I think it has something 2 do wit the mistery gift 2 get it go 2 a pokemart (exept for the one in lilycove) there should be a clipbord go up to it and put in LINK TOGETHER WITH ALL then the person should give it to you if tht dosnt work try mixing records to get it
